Implementing EBT and CBTA
The Evidence based training (EBT), together with the Competency-Based Training and Assessment (CBTA), is a safety improvement initiative within the flight training environment supported by the International Civil Aviation Organisation (ICAO) developed with the aim to reduce the airlines accident rate through the revision of the existing recurrent and type-rating training for airline pilots.

The CBTA methodology is based on robust course design, instructor qualification and data collection to continuously enhance training efficiency and effectiveness.

The CBTA is nowadays seen within the Aviation industry as a better way to develop a competent workforce when compared to the traditional task- or hours-based training and checking.

The EBT is a data driven training and assessment method which focuses on developing and assessing the overall capability of a pilot trainee across a range of core competencies instead of Focusing on performance in individual events or manoeuvres.
​
The aim of an EBT Programme is to identify, develop and assess the competencies required by pilots to operate safely, effectively and efficiently in a commercial air transport environment by managing the most relevant threats and errors based on evidence collected in operations and training.

The operator’s recurrent training and checking programme is based on EASA ORO.FC.230

Mixed EBT
The operator’s recurrent training and checking programme is still based on ORO.FC.230, a portion of which is dedicated to the application of EBT, which does not replace Licence Proficiency Checks (LPC) performed in accordance with as per Appendix 9 to Annex I (Part-FCL) to Regulation (EU) No 1178/2011

Enhanced EBT
The development of an enhanced EBT program requires the determination of critical training events, the development of training scenarios and the definition of appropriate flight crew behavioral indicators when managing these events and scenarios
Assessment According EBT Principles
Operator uses Appendix 9 to Annex I (Part-FCL) to Regulation (EU) No 1178/2011 for assessment but after each sim the 9 competencies are assessed as per EBT principles.
For this case, there is no specific regulatory requirement. Although not explicitly required, it is advisable a preparation training for the instructors.
Baseline EBT
The operator replaces the Licence Proficiency Check (LPC) with the competency assessment of the EBT system.
Equivalence of Malfunctions is mandatory.
Full compliance with Matrix AMC2 ORO.FC.232 is mandatory
Authority approval is mandatory.
